Чем отличается offer и suggest? И в каких случаях употребляется...

Употреблением

Происхождением (что отражается на оттенках смысла)
offer - из латинского offerō (“представлять, ставить вперед”)
suggest - из латинского suggestus, прич. прошед. от suggerere ("приносить, класть под; снабжать, поставлять, подсказывать")

Т.е. примерно так:
offer - предлагать (товар, пьесу публике, руку и сердце...)
suggest - внушать, подсказывать, выносить на обсуждение....


Ну и как следствие - частотой в языке (по статистике гугла)
offer - 627 000 000 
suggest - 195 000 000
(что-то вещественное или действие с вещественными результатами предлагают чаще, чем идею "на подумать" ;))
